Responsibilities
- Draft project work plans, timeframe of implementation, and budget allocation for each activity.
- Support planning and coordinate timely implementation of the planned activities. Provide technical inputs and procedural guidance, coordinate the work of Programme Assistants, and/or monitor and assist Consultants who may be recruited for the specific deliverables.
- Assist the planning and execution of procurement for the project in close coordination with IBG Programme Assistant and Common Office Services (COS), adhering to the IOM procurement procedures and processes, as well as requirements for clear documentation. Facilitate timely communication and consultation with the Somali authorities and vendors at the field level.
- Liaise with the Somali authorities to clarify project implementation and relevant IOM project procedures and processes. Organise and attend periodical meetings with the Department of Immigration on progress of the project, implementation or other issues and challenges, if any, as well as to discuss corrective measures to be taken by the authority or IOM.
- Provide project management support and assist with capacity building trainings, in coordination with technical experts, such as: Migration Information and Data Analysis System (MIDAS) users training and installation, passport examination, investigation techniques, records management and data protection, migration terminology and concepts of Humanitarian Border Management.
- Research ways to expand collaboration with relevant governmental entities, partners, and donors.
- Coordinate the drafting, processing, endorsement and submissions of IBG project proposals, donor reports, partner agreements (Service Agreements, Memorandum of Understanding, Letter of Agreement, and other types of contracts) and other relevant documents, in line with specific internal IOM requirements and procedures.
- Attend donor meetings, briefings and conferences as well as liaise with donors, governmental partners, project partners, think tanks policy centres at the international and national level.
- Contribute to IBG fundraising efforts: compile and analyse information on donor policies and priorities for Somalia and suggest new funding opportunities and proactive approaches to donors.
- In coordination with Programme Manager and in close cooperation with Monitoring and Evaluation (M&E) unit, observe IBG projects compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and check for overall compliance with donors’ contractual requirements, interests, and expectations.
- Contribute technical inputs for the development and maintenance of a communication strategy, tools, and systems for the unit, in close co-ordination with the Programme Manager and Public Information Unit (PIU). Check that internal and external reporting and communication materials adhere to IOM communication policy, IOM data protection policy, as well as the visibility guidelines of the donor governments. Compile and analyse relevant information on migration using data reports from MIDAS on issues and trends in Somalia affected by an influx of mixed migration flow.
- Undertake duty travels within Somalia related to programme activities including assessments, liaison with partners and counterparts, cross border meetings and workshops, etc. as required.

Qualifications
- Education
- Master’s degree in Political, Social Science, Business Administration, International Relations, Law, Labour Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.

Experience
- Experience in project management, implementation, and monitoring programme activities;
- Proven experience in general fundraising, writing project proposals and reports;
- Experience in project development, including clarifying baseline, strategic project designing, drafting a proposal and budgeting;
- Experience in establishing and maintaining good working relationships with IOM Offices, governmental, diplomatic authorities, UN agencies, and civil society;
- Proven experience and knowledge on Border and Migration Governance, Border, and migration management;
- Proven experience in matters related to border controls and Transnational Organized crime; and,
- Experience working in East and Horn of Africa region is an advantage.

Responsibilities
- Manage the overall implementation of the Project, including the oversight of the financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
- Provide operational management, guidance, and technical supervision to the assigned project field staff, assisting on programmatic strategy and implementation. Oversee the project progress specifically aimed at increasing effectiveness and recommending appropriate action.
- Monitor the progress against Project’s strategic objectives, benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) Framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer in the Country Office.
- Identify priority areas for project development and contribute to the development of new projects by selecting and summarizing background information, analysing the local context and segments for new project proposals.
- Supervise the staff assigned to the project, as well as Consultants/ Implementing Partners (IPs) recruited to support and/or undertake specific activities. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
- Monitor and oversee the compliance with project partners, project staff and implementing entities. Liaise with Government entities, Implementing Partners (IP), United Nations (UN) agencies and other stakeholders in the Project.
- Oversee the coordination with other units in the Country Office for a smooth implementation of all project activities.
- Ensure adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with the donor and relevant unit at HQ.
- Produce quality progress Financial, Narrative, and other reports related to the Project activities. Oversee the elaboration and dissemination of reports for donors, government and other relevant stakeholders by ensuring timely submission and compliance with donor and IOM requirements.
- Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums; ensure the coordination and presentation of IOM activities.
- Represent the Country Office at the relevant UN working groups and activities to encourage the mainstreaming of migration related issues into United Nations Development Assistance Frameworks (UNDAF).
- Undertake duty travel as required to oversee, monitor and support the project implementation.

- Familiarity with financial and business administration;
- Sound and proven understanding of internal and international migration issues in the country and in the Region;
